Who we are looking for:

The Regulatory Counsel will join our growing legal team to help manage Starry’s portfolio of regulatory issues before the Federal Communications Commission and other federal and state regulatory agencies, particularly as it relates to universal service programs. The Regulatory Counsel will also provide guidance to the Government Affairs team, and will work collaboratively with the Operations team to ensure compliance with any necessary operational deadlines. In addition to the qualifications below, the ideal candidate will be excited about technology law and policy and passionate about connecting people to world-class broadband, closing the digital divide, and improving digital equity; will excel at independent work; will have excellent demonstrated writing skills; will have significant relevant knowledge and experience in the field; and will be detail-oriented but capable of focusing on the big picture. 

The ideal candidate will be able to understand Starry’s values and goals, and will seek to achieve them proactively through their work.

 

What you will do:

  • Understand, track, manage, and communicate Starry’s regulatory compliance obligations at the federal and state levels with a focus on universal service and subsidy programs
  • Build a regulatory compliance program for federal and state telecommunications and universal service regulations, coordinate with internal teams, drive decisions and deadlines, and ensure all around compliance. This is the core responsibility of this role.
  • Track changes to these regulatory obligations at the federal and state levels
  • Track proceedings before the Federal Communications Commission, Federal Trade Commission, National Telecommunications and Information Administration, and other state, federal, and regulatory and policy bodies to the extent they relate to these regulatory obligations
  • Summarize relevant regulatory actions from state and federal regulatory agencies for senior leadership, interpret the impact of those actions on Starry and the industry more broadly, and suggest actions as necessary
  • Develop Starry positions on important relevant regulatory matters
  • Help represent Starry before state regulatory commissions, as necessary
  • Draft regulatory comments. Clearly and succinctly articulate Starry’s position and unique perspective
  • Work with the rest of the legal and policy team and the government affairs team to inform effective regulatory advocacy strategies at the federal and state levels
  • 10% Travel within the US required

 

Qualifications

  • J.D. from an ABA accredited law school and admission in good standing in a state bar
  • 3-6 years of experience working on regulatory matters for a communications company, law firm, trade association, or government agency
  • A very strong foundation in communications law and policy, with a focus on Title II and universal service regulations, through work experience or specific legal course work. This is an absolute requirement
  • Familiarity with broadband and spectrum policies
  • Excellent writing skills, including a demonstrated ability to articulate complicated legal and technical concepts in simple terms
  • Ability to execute necessary tasks independently and take ownership of a project, with the humility to know when to ask for help
